In the meeting, the implementation and establishment of a
system for receiving, reflecting, tracking and processing complaints of
business license applicants (Dadvar) was held at the presence of Firoozi,
executive secretary of the National Center for Monitoring the Environment of
the Country, and was unveiled.
According to the Public Relations Department of the administratioin
of Economic Affairs and Finance of Qazvin province, at a ceremony with the
presence of Firoozi, executive secretary of the National Center for Monitoring
the Economic Environment of the country, Manouchehr Habibi, Deputy Governor of
Economic Affairs and Seyed Mohammad Ali Ghasemi, the Deputy Minister and
Director General of Economic Affairs and Finance and with Managers, Deputy
Directors and Experts of Provincial Executive Offices, a meeting was held to
discuss the requirements for the implementation and deployment of the Dadvar
system in Qazvin governorate.
Seyed Mohammad Ali Ghasemi, the representative of the
Minister and Director General of Economic Affairs and Finance of Qazvin
province, said: The workshop on the implementation of the Dadvar system in 13
provinces of the country, including Qazvin, aimed at justifying device managers
and training users of the system.
He added that the National Center for Monitoring Economic
Environment was formed on the basis of a statement issued by the Commandant of
Resistance Economics in order to facilitate the issuance of permits, to create
a systematic structure, monitoring, monitoring and observation in an
intelligent manner, using ICT, and a solution Scientific and experienced on a
global scale, which will close the possibility of an offense and create a
problem in licensing.
He set up the Center's goals to establish coordination
between executive agencies for licensing, accountable executive agencies,
monitor the performance of executive agencies, manage and process complaints,

components of the National Center for Monitoring the Business Environment,
including the State Permit Information System (SAM), the Electronic Complaints
System, the Reflection and Follow-up Complaints Applicants for Business
Licensing the Emergency Call Center for
Business Environments And the work (helper), the database of permissions and
inquiries of the country (facade).
Ghasemi noted: Establishing a business environment
monitoring center has brought many benefits, including the recognition of
licensing bottlenecks, reducing administrative corruption through uninterrupted
and integrated monitoring, territorial recognition of country permits, and
increased confidence among economic activists.
Also in the follow-up meeting, Engineer Firoozi, executive
secretary of the National Center for Monitoring the Environment of the Country,
explained the experiences of successful countries, the necessity and the manner
of creating the Dadvar system, its goals, effects and the results of its
establishment at the country level.
He went on to explain
the legal and regulatory bases of Dadvar and how to use the website of the
National Center for Business Environment Monitoring at www.bemcenter.ir, by the
users, and the way in which the complaints were filed.
